Why does my toilet keep running?

Not necessarily. In multi-story homes up the hill, a weak flush on the top floor is often supply pressure or an undersized fill valve rather than the bowl. We check the pressure first, because replacing the toilet will not fix a supply problem and it is the more expensive guess.
