On a new build the plumbing goes in before almost everything else and gets covered by everything after it. The underground has to be right before the slab pours. The rough-in has to be right before the drywall crew shows up. The part of new construction plumbing that costs a builder money is rarely the pipe. It is the calendar. A plumber who misses a rough-in date pushes the inspection, the inspection pushes insulation, insulation pushes drywall, and a two day slip near the top of the schedule becomes two weeks at the bottom of it. We take on the number of builds we can actually staff, and we would rather tell you we are booked than take the date and miss it.
We work from the plan set: system design and installation, sewer and water main, underground, rough-in, top out, and fixture and appliance trim, with permitting and code compliance handled. On custom homes we would rather sit down with the drawings before the bid than after, because the cheapest time to catch a fixture that cannot be vented where it is drawn is before anyone digs.

Both. If you have a plan set with the plumbing drawn, we build to it. If you have architectural drawings and no plumbing design, we lay the system out, size it, and take it through permitting.
Yes. We pull the plumbing permit, schedule the underground, rough-in and final inspections, and meet the inspector on site. That is not something you should be chasing.
